Directions
  1. Add the water, 1 tablespoon chicken base, and potatoes to a large stock pot. Bring the water to a boil, reduce the heat and simmer for 10 minutes.
  2. Add the remaining tablespoon of base, parsley, garlic, pepper, mustard, and red wine vinegar to a small bowl. Slowly whisk in the olive oil.
  3. Remove the potatoes from the heat and drain in a colander. Add the potatoes back to the pot and drizzle with the vinaigrette. Add the green onions and toss to combine. Serve immediately.
